Budget 2027 for Hoteliers: RM935 Million for Tourism, a RM2,000 Minimum Wage, and the Changes That Will Shape Your Year

Budget 2027 was tabled on 9 October 2026. Here is what it means for hotel owners and operators in Malaysia, measure by measure.

Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim tabled Budget 2027 in the Dewan Rakyat on Friday afternoon. The federal allocation is RM459.8 billion, up 3.6% on the revised 2026 budget. Its theme is Menggapai di Langit, Mengakar di Bumi.

For hoteliers, the budget does three things. It pays for more demand. It raises the wage floor, with a cushion for smaller operators. And it rewards businesses that invest in technology, while the e-Invoicing deadline stays where it is.

1. Demand: Visit Malaysia gets another year

Visit Malaysia now runs into 2027, backed by RM935 million for tourism and culture. Tourism Malaysia has said the extension followed disruption from the Middle East crisis, and it is still chasing 47 million international arrivals.

The allocation funds incentive grants for tourism events, upgraded jetties, and heritage sites such as Danum Valley, Bujang Valley and Taman Negara Pahang. A Cultural Festival will run alongside the 2027 SEA Games, which receive RM240 million of their own.

New routes, not just new adverts. The government will give matching grants for new direct and charter flights from China, India, Central Asia and Europe. The scheme now also covers cruise ships, ferries and tour buses carrying international visitors. For a hotel outside the Klang Valley, one new ferry or charter route can do more than any national campaign.

Events that fill rooms. Tax incentives for incentive travel, conferences and trade exhibitions are extended to year of assessment 2030. Organisers of events at venues holding 10,000 spectators or more will receive rebates. Large concerts and sports events fill hotels for several nights around the show.

A two-night rule in Langkawi and Labuan. Visitors who stay at least 48 hours get a higher duty-free shopping limit of RM10,000. A shopping perk with a minimum stay is, in effect, an incentive to book a second night. More Langkawi-made products will also be exempt from import duty.

Easier spending on resort islands. QR payments will expand to 15 locations next year, including resort islands where limited ATM access has cost small businesses sales.

More money in domestic travellers' pockets. Resident income tax rates fall by one percentage point in key bands: 18% for RM70,000 to RM100,000, and 24% for RM100,000 to RM150,000. The individual relief limit rises from RM9,000 to RM12,000. The government estimates up to RM1,600 more disposable income for about five million taxpayers. Some of that will become weekend breaks.

Longer stays. DE Rantau Nomad Pass holders who reach the two-year limit can extend for two more years. From 1 January 2027, spouses of Category I employment pass holders may work in Malaysia, subject to conditions. Both support demand for serviced apartments and long-stay rooms.

2. Labour: a RM2,000 wage floor, with a cushion

The minimum wage rises from RM1,700 to RM2,000 a month from June 2027. Micro, small and medium enterprises with annual sales below RM50 million are exempt, so they have time to adjust their business models.

Many independent hotels and small resorts will sit under that RM50 million line. Larger chains, integrated resorts and hotel groups will not. The Malaysian Association of Hotels had asked for rates set by locality (urban, semi-urban and rural). The budget kept a single national rate.

Three related changes are worth noting:

  • A RM2,500 starting salary for semi-skilled roles and graduates, described as the first step in reforming the wage framework.

  • Bank-paid wages for larger firms. Companies other than MSMEs can claim tax deductions on wages only if salaries are paid through bank accounts, as permitted under the Employment Act 1955.

  • Health cover support. The MediAsas insurance plan launches in January 2027. SMEs with fewer than 75 employees get a RM200 subsidy per worker for the first-year premium, capped at 50 workers per company.

On training, HRD Corp will run a RM3 billion initiative offering three million skills-training places.

The exemption buys time. It does not remove the pressure. Exempt and non-exempt hotels hire from the same pool of front office, housekeeping and F&B staff, and wage expectations move with the market. The question for 2027 is output per employee, not only cost per employee.

3. Tax and cash flow: lower rates for SMEs, longer runways for investment

Qualifying SMEs pay one percentage point less income tax: 14% on the first RM150,000 of chargeable income and 16% on the next RM450,000. The government expects about 300,000 businesses to save up to RM6,000 each.

For hotels planning upgrades, the allowances matter more than the rate cut:

  • Accelerated Capital Allowance on plant, machinery and ICT equipment is extended to 31 December 2030. Systems, hardware and equipment can be written off faster.

  • Small-value assets qualifying for capital allowances rise to RM3,000 per asset. For companies other than MSMEs, the overall claim limit rises to RM30,000.

  • Green incentives are extended to 31 December 2030. Investment in green technology projects, EV charging stations or green assets for own use can earn up to 100% investment tax allowance. Rooftop solar and guest EV chargers are obvious candidates.

On financing, business financing guarantees of up to RM32 billion are available, with the guarantee limit raised to RM50 million. Bank Negara Malaysia adds a RM5 billion facility for SMEs affected by the West Asia conflict, which has hit some inbound travel.

4. Digitalisation and AI: a small fund with a large signal

The Malaysia Digital Economy Corporation (MDEC) will run a RM30 million fund to help 4,000 MSMEs adopt AI and automate operations. The same programme will train and certify 5,000 AI professionals. Across ministries, RM6 billion goes to research, development and commercialisation.

Divide the fund by the target and it averages about RM7,500 per business. That will not pay for a transformation. It can pay for a first, well-chosen project, such as automated guest messaging, smarter rate decisions or less manual night audit work.

The signal is clearer than the sum. The government is asking service businesses to lift output per worker in the same budget that raises the wage floor. The two measures belong together.

The national tech association, Pikom, has asked agencies to publish eligibility rules and timelines. Until MDEC does, hoteliers should treat the fund as a door that will open, not one that is open.

5. SST and e-Invoicing: what did not change matters too

SST. Coverage of the speech reports no change to service tax on hotel accommodation. The only service tax cut reported is for elderly care services, from 8% to 6% from 1 January 2027. Hoteliers should still check the Finance Bill when it is published, because that is where tax measures become law.

e-Invoicing. The budget announced no new e-Invoicing measure. The rules therefore stay as set by the Inland Revenue Board (LHDN) guidelines:

  • Exemption threshold. Businesses with annual turnover below RM3 million are exempt, under General Guideline v4.8 issued on 30 August 2026. Related-party carve-outs can still pull small companies in.

  • The RM10,000 rule. From 1 January 2026, the general rule requires an individual e-Invoice for a single transaction exceeding RM10,000. Eligible taxpayers within the interim relaxation period may consolidate transactions under Section 16 of the Specific Guideline, subject to its conditions. Hotels should confirm which treatment applies before processing group bookings, weddings, banquets, conferences and long corporate stays.

  • The deadline. The Phase 4 relaxation period ends on 31 December 2027 for eligible taxpayers. From 1 January 2028, those taxpayers need to meet the full requirements; failure to issue an e-Invoice can attract a fine of RM200 to RM20,000 per transaction, imprisonment of up to six months, or both, upon conviction.

  • The tax deduction. MSMEs can deduct up to RM50,000 a year in e-Invoice consultancy costs, for years of assessment 2024 to 2027. No extension was reported in the budget, so 2027 may be the last year to claim it.

For eligible Phase 4 taxpayers, 2027 is the last full year to get e-Invoicing right before their interim relaxation ends. For a hotel, that means front office, banquet sales and accounts all issuing invoices the same way.

What this means for your hotel

Budget 2027 is a demand budget with a productivity message. It funds more visitors, more routes and more events. It raises the wage floor but shields smaller operators for now. It cuts tax for those who invest, and it leaves the e-Invoicing deadline in place.

The hotels that gain most will be the ones that fill the new demand at the right rate, with fewer manual hours behind each booking.

What to watch next

  • The Dewan Rakyat debate, which runs at policy level from 12 to 22 October and at committee level from 2 to 26 November.

  • The Finance Bill, which sets the legal wording and effective dates of the tax measures.

  • MDEC's eligibility rules for the RM30 million AI adoption fund.

  • Tourism grant guidelines for Visit Malaysia 2027 and the new route and transport incentives.

  • Any LHDN update on e-Invoicing before the end of the Phase 4 relaxation.
