Budget 2027 Has Set Your Hotel's Agenda Until 2028. Here Is the Plan.

Four forces from Budget 2027 will shape every Malaysian hotel's next 15 months. This is what they mean, and what to do about each one, in order.
Budget 2027, tabled on 9 October 2026, was not written for hotels alone. But four of its decisions land directly on your P&L:
More demand. Visit Malaysia runs into 2027 with RM935 million for tourism and culture, plus grants for new air, cruise and ferry routes.
Higher labour costs. The minimum wage rises to RM2,000 from June 2027, with an exemption for MSMEs with sales below RM50 million.
A fixed compliance deadline. The Phase 4 e-Invoicing relaxation period ends on 31 December 2027 for eligible taxpayers. Those taxpayers need to meet the full requirements from 1 January 2028.
Money for automation. A RM30 million MDEC fund for MSME AI adoption, and faster tax write-offs for ICT until 2030.
Read together, they say one thing: sell more rooms, with fewer manual hours behind each one, and keep the paperwork clean.

What the budget really means for hotels
Demand will be uneven, so pricing matters more. New flight, cruise and ferry routes will help some destinations first. Events at 10,000-seat venues will create sharp peaks. Langkawi and Labuan visitors now get a RM10,000 duty-free limit if they stay 48 hours. Hotels that price by the day, not by the season, will capture these peaks. Hotels on fixed rate sheets will sell the same nights for less.
The wage exemption is a delay, not a discount. An exempt hotel still competes for the same front office and housekeeping staff as a non-exempt one. Wage expectations will move toward RM2,000 regardless. The sustainable answer is fewer manual tasks per stay: online check-in, automated guest messages, and night audits that run themselves.
e-Invoicing gets harder in hotels than in most businesses. A hotel bill is rarely one transaction. Room, F&B, laundry and banquet charges sit on one folio, often split between guest and company. The general rule requires an individual e-Invoice for single transactions exceeding RM10,000, which can include weddings, conferences and group bookings. Eligible taxpayers should also check the interim consolidation concessions in Section 16 of the Specific Guideline. A hotel running separate systems for front office, outlets and accounts will feel this first.
The government is now paying businesses to automate. MDEC's RM30 million fund targets 4,000 MSMEs, roughly RM7,500 each on average. The Accelerated Capital Allowance for ICT runs to 2030. Qualifying SMEs also pay one percentage point less income tax, saving up to RM6,000 a year. None of these is large alone. Together, they lower the cost of the first step.
What hoteliers should do next: a checklist to 1 January 2028
Before 31 December 2026
Confirm your status on three tests: annual sales below RM50 million (wage exemption), turnover below RM3 million (e-Invoicing exemption), and SME income tax eligibility. Check each company in your group separately.
List every transaction type that can exceed RM10,000: weddings, conferences, group blocks and long corporate stays. Confirm your current individual-invoice or consolidation treatment against LHDN's rules and your eligibility for interim relaxation.
Rebuild your 2027 rate calendar around Visit Malaysia events, school holidays and any new routes into your destination.
January to March 2027
Choose one automation project with a measurable result, such as hours saved at the front desk or revenue per available room. Have it scoped and ready when MDEC publishes the fund's eligibility rules.
Plan system and hardware spending inside the Accelerated Capital Allowance window, which runs to 31 December 2030.
If you have fewer than 75 staff, review the MediAsas first-year premium subsidy of RM200 per worker.
April to June 2027
- Model payroll at RM2,000 per month, even if you are exempt. Set a target for rooms serviced or guests handled per staff member.
July to December 2027
Run e-Invoicing end to end across front office, F&B, banquets and accounts. Test split folios, deposits and refunds before the relaxation ends on 31 December 2027.
If you are an MSME, book qualifying e-Invoice consultancy spending in year of assessment 2027. The deduction of up to RM50,000 covers 2024 to 2027 only, unless it is extended.
1 January 2028
- Be ready for full e-Invoice requirements when the Phase 4 relaxation ends. Failure to issue an e-Invoice can attract a fine of RM200 to RM20,000 per transaction, imprisonment of up to six months, or both, upon conviction.
